The ResInfra@DR invites qualified evaluators to get included in a registry of research infrastructure (RI) reviewers. Reviewers in the registry must have the knowledge, experience and ability to conduct ex-ante assessments of upcoming RI instruments and/or planned RIs in the Danube macro-region countries.

About the project ResInfra@DR
The ResInfra@DR project is funded under INTERREG Danube Transnational Cooperation Programme, supported by European Union funds (ERDF, IPA), and co-funded by the project partners or from national public co-funding and state contributions. The key objective of the ResInfra@DR is to contribute to the efforts for establishing new research infrastructures (RIs) and for upgrading of the existing ones by strengthening the relevant capacities, which adequately reflect the specific situation in the Danube macro-region.

Purpose of the Call
The purpose of this Open Call is to invite experienced evaluators to be included in a registry of research infrastructure (RI) reviewers. Reviewers in the registry must have the knowledge, experience and ability to conduct ex-ante assessments of upcoming RI instruments and/or planned RIs in the Danube macro-region countries.

The registry is aimed at end users (relevant ministries, financing authorities, agencies in charge of RIs, research organisations planning RI investments) from the Danube region countries (Austria, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Hungary, Moldova, Montenegro, Romania, Serbia, Slovakia, Slovenia and Ukraine).

Participation in the registry is open to experts from both inside and outside the Danube macro-region. The candidates who apply to this Call will be assessed based on the relevance and quality of their applications (see below for information on what should be included in the application).

The registry will be actively promoted among the relevant stakeholders in all Danube region countries, giving visibility to registered experts and promoting their potential involvement in ex-ante assessments of upcoming RI programmes or planned RIs.

Experts profile:

  • a university degree;
  • appropriate research background (Natural Sciences; Engineering and Technology; Medical and Health Sciences; Agricultural Sciences; Social Sciences; Humanities – see http://www.oecd.org/science/inno/38235147.pdf for a detailed list of fields of science and technology);
  • experience in research infrastructure (RI) evaluations and/or experience in evaluations of research proposals;
  • experience in internal audit and/or evaluation of organisations – especially research institutions;
  • a good knowledge of general research infrastructure landscape in at least one of the Danube macro-region countries;
  • good communications skills with a special focus on being good at explaining complex issues to peers from diverse cultural and institutional backgrounds;
  • good analytic skills, including being good at presenting evaluation results in writing in a clear and well-structured way;
  • working command of English;
  • general computer literacy.

Next steps
The candidates who apply to this Call will be assessed, based on the relevance and quality of their applications. Selection committee consisting of ResInfra@DR project partners will evaluate all applications and identify the suitable experts / evaluators. Submitted applications will be assessed as quickly as possible by the team.

After selecting the eligible experts, the ResInfra@DR project team will enter the information received from the approved candidates into the draft version of the registry. The selected reviewers will receive an invitation to complete their profiles in the registry soon after their approval. All requested information will need to be inserted into the registry by October 15 at the latest.

The first full version of reviewers’ registry will be operational by the end of October and presented to relevant stakeholders from the Danube region countries on three webinars in November. After these presentations, feedback questionnaires will be sent to all webinar participants to allow for further improvements of the registry. Feedback questionnaires will assess the usefulness of the registry, point out its strengths and weaknesses, and show where further adjustments are needed.

After analysing the feedback, the final update and adjustments will be made to the registry. At this point, the participating reviewers might be approached to submit additional data or make changes to their profiles.

All costs associated with the development and maintenance of registry will be borne by the ResInfra@DR project and the participating experts will not incur any expenses related to involvement in the registry.

The use of the registry is free of charge and will be only possible for a limited number of public authorities to meet the EU data disclosure regulations on personal data.

Updated and operational registry for users from financing authorities and agencies in charge of RIs will be launched in April 2019. The target is to have at least 200 qualified reviewers in the registry.

  • Final version of the registry: April 2019
