Cross-country stakeholder forum, extended producer responsibility – Do our countries need a »clearing house«?

​The Chamber of Commerce and Industry of Slovenia (CCIS) and the Ministry of the Environment and Spatial planning of Slovenia (MESP) kindly invite you to join us at our international stakeholder forum and workshop on extended producer responsibility titled »Do our countries need a »Clearing house« to improve implementation of extended producer responsibility for (waste) packaging, (waste) electrical and electronic equipment, (waste) batteries and accumulators?«

A clearing house is a public organ monitoring the implementation of extended producer responsibility obligations. Amended directive 2008/98/ES on waste, adopted on the 30th of May 2018 states, “Where, in the territory of a Member State, multiple organisations implement extended producer responsibility obligations on behalf of producers of products, the Member State concerned shall appoint at least one body independent of private interests or entrust a public authority to oversee the implementation of extended producer responsibility obligations.”.

During the plenary introductory session, you will be introduced to new and upcoming obligations related to waste and to existing experience with operating clearing houses, deposit and collection schemes. This will be coupled with an interactive workshop, where you will be given the opportunity to express your opinion on how extended producer responsibility implementation could be improved in our countries and on the role of a possible clearing house. Both events will be held in English.

The event is organised within the framework of the MOVECO project. MOVECO is focusing on the role of extended producer responsibility and innovation in three waste streams (packaging waste, waste electrical and electronic equipment and waste batteries and accumulators). Extended producer responsibility strategy can support a transition from a linear to circular economy model for all three waste streams, but only through cooperation of the whole value chains of each stream, consisting of producers, distributers, users, waste management operators and producer responsibility organisations and public authorities.
