Needs and challenges
(Needs, main problems or challenges to be addressed)Danube Region is significantly affected by the lack of employees or individual entrepreneurs for the knowledge-based segments. This issue occurs due to the various reasons among the regions in Danube territory. For example, eastern-southern part (ROM, BUL, BiH, UA) is affected by the brain drain, while central – northern part (GER, CZE, SVK) is affected by the extremely low unemployment rate.
At the same time the Danube macro-region is ageing - there is high % of the workforce in age above 51, with perspective to reach even higher % in 2030.
As ageing is the matter of fact in Europe and the proportion of elderly people in the society will grow in upcoming years, it is crucial to join forces of relevant stakeholders – policy makers, educational and training centres, business and industry, groups and associations representing elderly / retired people as well as labour offices to address the education of this specific target group to meet the needs of employers in order to fill the gap at the labour market.
Objectives
(main and specific objectives to be achieved)The main project objective is to address the lack of employees with digital skills by introducing of an innovative transregional system, which builds the capacities of elderly digital self-employed.
Specific objectives are:
1.) To establish sustainable territorial structures, which will create awareness and empower elderly people to apply for digital entrepreneurial training and education;
2.) To innovate and adapt the available digital entrepreneurial schemes to the needs of elderly recipients;
3.) To promote the quality and trust towards elderly digital self-employed approaching the industry and business.
Main results and core outputs
Main results:
i) Boosted availability of self-employees with digital skills, which address the long-term shortage at the labour market in Danube macro-region;
ii) Boosted employability of elderly citizens with employability matters.
The core outputs:
1) Set of 3 tools: eDigiStars Label, Campus and PowerUp;
2) Pilot implementation in every participating territory;
3) Joint Danube eDigiStars strategy and Action plan in every participating territory. They will tackle among others also sustainability measures of introduced tools;
4) Set of Learning interaction at transregional and territorial level.
Main foreseen activities
1. eDigiStars PowerUp - Focus on the development of the financially sustainable system of on-site promotion of this opportunity among ecosystems of elderly citizens with employment matters.
2. eDigiStars Campus - Focus on real delivery of entrepreneurial training for individuals in the cooperation with the labour offices, etc. -> associations, agencies with the focus on social inclusion.
3. eDigiStars Label - focus on the development and financial sustainability for the operation of a trans-regional certification system for individuals and also promotion towards possible employers.
Innovative character of the project idea
1st innovation: Addressing the gap of employees with digital skills by developing digital competencies and self-entrepreneurial mind-set of elderly citizens is an innovative approach. It also tackles and targets the challenge of aging of the population and difficult employment of elderly citizens.
2nd innovation: Adjustment and introducing of digital entrepreneurial courses to the specific target group (elderly citizens) represent an innovation in the learning systems.
3rd innovation: Involvement of the full scale of labour market actors promises more impactful and sustainable change.
