    Due to its geographical peculiarities the Danube region is prone to frequent and massive floods. Trans-border action could serve as an instrument for improving the accuracy of forecasting, readiness and capacity to intervene in a coordinated way. Actions in time of such extreme conditions should be joint and coordinated because in most cases they have international impact. There is a need to develop trans-border strategies and action plans with view of management of the challenges caused by climate change.

    Objectives

    Improving of risk management readiness. Creating a more effective system for emergency situations management, improving of public authorities' and civil protection bodies' readiness for better management of natural and climate risks (floods, forest fires, landslides, erosion, earthquakes) and human-induced risks (accidental industrial water pollution).

    Main results and core outputs

    Improved strategic and operative cooperation and interoperability among the emergency response authorities and stakeholders at all levels in the Danube countries. This includes drafting of common strategies and action plans aiming at better management of natural and climate changes, concerning human induced disasters; Founding of common knowledge base and capacity for data monitoring, information exchange mechanisms; joint development of tools, development and practical application of education, training and capacity-building.

    Main foreseen activities

    1. Development of fast reaction procedures and plans in case of industrial water pollution.
    2. Development of standardized operational procedures for joint actions in case of transborder risk situations, connected with climate (e.g. floods, forest fires, landslides, erosion, earthquakes) and human induced risks (industrial water pollution).
    3. Development of information exchange mechanisms.
    4. Demonstration of scenarios/plans for alarming the population in case of threat or disaster.
    5. Drafting of projects addressing the setting up of systems dedicated to early warning of the population and critical infrastructure protection in the Danube cities within the territories of the project partners' countries, which cities are still lacking such system.
    6. Study of the best European practices in the field of population early warning and particularly of disabled persons.
    7. Training of specialized personnel in accordance with EU standards following a curriculum based on the results of the current project.

    Innovative character of the project idea

    Currently, trans-border cooperation and coordination at institutional level is insufficient and this situation must be mended. Better dissemination of knowledge, scientific products and innovations will lead to reduction of regional discrepancies in the Danube region.
