The second step of the Third call for proposals of the Danube Transnational Programme was open from 3rd October to 25th November 2019. Only those projects pre-selected for the second step were invited to submit an application.

Applicants pre-selected for the second step were strongly advised to carefully read all the documents included in the Applicants Pack below, namely the specific Guidelines for the 2nd step. A Lead Applicant seminar addressed only to those pre-selected projects was organised on 17th October 2019 in Budapest.

The first step of the 3rd call was open from 28th January to 8th March 2019. 276 Expressions of Interest were submitted for the 1st step. More information about the proposals submitted can be found by clicking here. Thematic seminars addressing the topics open for the Third call were organised in December 2018 and January 2019. More information about the seminar can be found here.

The third call for proposals was open to the Specific Objectives 2.2, 2.3, 2.4, 3.2 and 4.1 and restricted to some topics for the other SOs according to this table Download here our 3rd call leaflet

In order to support potential applicants in the preparation of their proposals, all the documents related to the call are published in this section of the website.

CALL PROCEDURE

The Third call followed a two-step approach.

  • In the “First step”, applicants were requested to submit electronically, through the programme monitoring system (eMS), an Expression of Interest (EoI), outlining mainly the intervention logic of the proposal and its strategic relevance for the DTP. No additional supporting documents were to be delivered at this stage.
  • In the “Second step”, the pre-selected project proposals were invited to submit an Application Package including a fully developed Application Form (AF), which would contain more in-depth information about the content and it would be the basis for the selection of the project proposals.

APPLICANTS PACK

The Danube Transnational Programme produced an Applicants Pack to provide stakeholders and potential project applicants with appropriate and high-quality information about the programme, the options and conditions for the development of their project ideas into full-fledged project proposals and the assessment and selection procedures. The Application Pack includes the following documents: Cooperation Programme, Applicants Manual, Call Announcement, Guidelines for the Expression of Interest and Application Form, declarations and templates.

SUPPORT FROM DTP JOINT SECRETARIAT

Apart from attending the thematic seminars addressing the topics open for the Third call organised by the DTP MA/JS, DTP applicants had the possibility to individually consult the Joint Secretariat (JS) on their project ideas before and during the launch of the call. Project ideas being at an early stage of development were recommended to first address their respective National Contact Point for general advice and information.

Consultations in the form of bilateral meetings or phone discussions could be requested via email from the thematic JS Project Officer responsible for the respective project topic (the contact details of the JS can be found on the programme website), or the general DTP email (danube@interreg-danube.eu).

The email should have included a written project outline based on a pre-defined DTP Concept Note. Additionally, applicants are recommended to highlight the main questions to be answered by the Joint Secretariat. The JS provided a feedback as soon as possible, not later than a week from the request. Consultations were limited in time and could be asked only once for each project.

In order to allow a realistic timeframe for adjustments, no on-site project consultation was organised in the last week before the closure of a given Call for Proposal. This limitation is not affecting general or technical questions, for which the Joint Secretariat could be addressed at any time.
Support to potential applicants at national level was provided as well by the DTP National Contact Points by organising National Info Days regarding the third call for proposals. The location and dates of those events during the 1st step are listed here.

FINANCIAL TOOL

For the purpose of supporting the applicants in self-assessing their financial viability the JS developed an excel-based tool. This tool is not mandatory as the financial viability will only be assessed by the JS during the second step based on a self-declaration.
