Public Procurement for Graphic designer
Call for Binding Price Proposals

For promotion purposes of the DTP-1-182-2.4 project DriDanube - Drought Risk in the Danube Region, funded by the INTERREG program and supported by the European Union (ERDF, IPA), a Framework Contract for graphic design will be signed during the expected period from 1 September 2017 to 30 June 2019.

Specifications of the call:

1.       general graphic works

- preparation of publications: graphic editing for publications and promotional materials (e.g. flyers, folders, brochures, roll-ups, posters, newspapers, magazines, etc.), typing and layout, standard photo editing, preparation of materials for printing, preparation into electronic version, electronic publishing in PDF format

- photos - obtaining photos from the photobank (Payment for photos will be approved by GWP CEE in advance and reimbursed to the contractor additionally, based on the provided invoice.)
 

2.        specific graphic works
- photo editing, photo retouching
- drawings
- infographics

 
Please prepare your price proposal for each output separately including VAT:

Offers will be evaluated on the basis of a single criterion, the lowest price including VAT.

Performance is not one-time but ongoing, based on the Framework Agreement with the Contractor until June 30, 2019. GWP CEE is not obliged to exhaust the full value of the contract.
Max. 300 hours of graphic design works will be performed based on the requirements of GWP CEE and paid quarterly according to the work done on hourly basis and its approval by GWP CEE.

Note 1 - The overall graphical design of the deliverables will be consistent with the DTP Visual Identity Guideline requirements.

Note 2 - The contractor is required to abide the performance of the control /audit related to the goods and services supplied at any time during the validity and effectiveness of the Framework Agreement by the authorized persons and to provide them with all the necessary co-operation. Eligible persons are in particular:
A) The Office of the Government of the Slovak Republic and the persons authorized by it,
B) the Supreme Audit Office of the Slovak Republic, the Government Audit Office, the Certifying Body and their authorized persons,
(C) The Audit Authority, its co-operating bodies and their designated persons,
(D) The plenipotentiaries of the European Commission and the European Court of Auditors,
(E) Persons invited by the authorities referred to in point (A) to (D) in accordance with the relevant Slovak and EC legislation.

Call for Binding Price Offers

For the promotion and education purposes of the DTP-1-182-2.4 project DriDanube - Drought Risk in the Danube Region, funded by the INTERREG program and supported by the European Union (ERDF, IPA), a Framework Contract is expected be signed during the period from 15 August 2017 to 30 June 2019 under which the following outputs will be required:

2017

• Editing of 6 short thematic interviews with the participants of the Kick-off project conference (material has been shot), approximate length of one interview 2-3 minutes, without the use of music and illustrations
Deadline: until 31 August 2017

• Production of promo-videos for the project (up to 3 minutes) - from the existing materials (video/photo), graphics, 3 days of shooting (1 day in Brno - 1st week of October, 2 days of shooting the scenery of drought - 1 day in Slovakia and nearby surroundings up to 50 km from Bratislava (own car needed) and 1 day of shooting abroad, expected location in Croatia/Serbia/Romania (travels by offeror’s own car, up to 1000 km from Bratislava - the sites will be recommended), sound recording is needed during the interview. The number of 3 filming days in the call is informative, each of them, as well as the locations, will be pre-approved by GWP CEE.
Video Concept (based on agreement with GWP CEE): Explanation of the drought, generally about the project and its goals, partnership of 10 countries in the Danube region. Licensed music for online use needs to be provided.
Deadline: approval of the concept by 28 September 2017
                  1st version of promo-video until 31 October 2017
                  Final version of promo-video until 15 November 2017

2018

• Tutorial to Project Output for Experts / Users (5-6 min), 1 shooting day in Vienna. The video consists of an interview (required recording of sound for filming) and illustrative images. It is also necessary to provide licensed music for online use.
Deadline: final version by 1 June 2018

• 2 short "text-explanatory" videos (up to 3 minutes) about project outputs - for the public, from existing materials (video / photo) and graphics (animated subtitles)
Deadline: until 1 December 2018

2019

• Final project video about the results achieved (about 4 minutes) - what the project brought to the users, sustainability after its closure. 1 shooting day in Vienna at the Final Project Conference. Sound recording is required during the interviews. Editing and licensed music for online use is required.
Deadline: final version until 30 May 2019

Max. 50 hours of professional video-works, outside the above defined outputs, will be performed according to the GWP CEE specification and will be paid on hourly basis according to the work done and approved by GWP CEE.

Minimum required technical specifications for video outputs:

Audio: audio normalize 48kHz -0dB

Please prepare your price proposal for each output separately, identifying:

Only offers of interested parties with relevant prior experience (confirmed by providing the links to the videos of a similar nature produced so far) will be evaluated on the basis of a single criterion, the lowest price including VAT.

Performance is not one-time but ongoing, based on the Framework Agreement with the Contractor until June 30, 2019. GWP CEE is not obliged to exhaust the full value of the contract as listed in the schedule. Payments for delivered outputs will be made continuously after the delivery of each deliverable and its approval by GWP CEE, i.e. bi-annually according to the work done.

Note 1 - Deadlines in the call are indicative, final delivery deadlines will be specified for each output separately by GWP CEE however will not be earlier than specified in this call.

Note 2 - The copyrights of material filmed and produced under this Framework Agreement will belong to DriDanube and GWP CEE. Material will be provided to GWP CEE for storage.

Note 3 - Respective deliverables will be delivered in English language or with English subtitles.

Note 4 - The overall graphical design of the deliverables will be consistent with the DTP Visual Identity Guideline requirements.
